因應環保署及教育部補助各縣市地方政府辦理環境教育相關計畫，財團法人黑潮海洋文教基金會規劃「海洋廢棄物」為主題之一、二日工作坊課程，設計海廢相關知識、國內外法規與成效、教育方案轉化與推廣、生活減速實踐等課程活動，提供國高中小教師及輔導團做為相關補助計畫案合作參考。
