  1. 依據花蓮縣政府108年4月29日府人福字第1080082823號函辦理。
  2. 查公務人員加給給與辦法第12條規定：「(第1項)各機關現 職人員經權責機關依法令規定核派代理職務連續10個工作 日以上者，其加給之給與，在不重領、不兼領原則下，自 實際代理之日起，依代理職務之職等支給；……(第4項)第 1項所稱連續10個工作日，指扣除例假日後，連續出勤合計 達10個工作日。……」復查銓敘部民國101年10月26日部銓二 字第1013658531號書函略以，上班日因天災停止辦公，雖非屬職務代理人個人事由之假別及例假日；惟係依「天然災害停止辦公及上課作業辦法」(按：現修正為「天然災害停止上班及上課作業辦法」；以下簡稱作業辦法)規定停止辦公，並無工作事實，自不宜計入10個工作日之計算；惟得視為代理連續。
  3. 依前開規定，如權責(或授權)機關依作業辦法規定，於公務人員出勤前發布全日停止上班，以該日並無工作事實，自不宜計入代理職務期間之工作日。至於權責(或授權)機 關於公務人員上班後依作業辦法規定發布當日停止上班，為體恤公務人員於天災期間仍戮力職務之辛勞，並避免職務代理人為成就支領代理職務加給之條件，仍勉強滯留辦公場所持續辦公，致嚴重危害自身人身安全，爰如職務代理人於上班日出勤，於服勤期間適逢權責(或授權)機關因天災發布停止上班，當日均得以1日併入代理職務之工作日計算。又屬作業辦法第2條但書規定之人員，或屬代理該辦法第2條但書規定人員之職務者，亦適用之。
  4. 另如權責(或授權)機關因天災於出勤前發布隔日或當日之全日或上午半日停止上班，職務代理人於停止上班期間出勤辦理屬作業辦法第2條但書規定之被代理人業務者，得按停止上班期間係全日或上午半日，分別以1日或0.5日併入代理職務之工作日計算。
