  1. 依據花蓮縣政府109年7月9日府人福字第1090130465A號函辦理。
  2. 查旨揭獎助原住民學生要點於民國104年修正法規名稱，並將原「一般及低收入戶工讀助學金」名稱，更改為「一般及（中）低收入戶助學金」。爰104年以後依該要點申領之「助學金」既依原民會認定係屬獎學金性質， 與子女教育補助費可同時申領，是以尚未確定之子女教育補助費申請案均得依人事總處109年6月23日函辦理，且無逾人民對機關之公法上請求權消滅時效10年之虞。
  3. 有關相關子女教育補助費補申請事宜，補充說明如下：
    1. 請求權時效：合於補申請資格者，依各該案件確定日期起 算10年內均得提出，所謂案件確定日期，係指各學期繳交 學費完成日期，是以 A 君之子如於106學年度第1學期及 107學年度第2學期分別於106年6月30日及108年2月20日完 成學費繳款，並皆因領有獎助原住民學生要點之助學金而 未申領子女教育補助費，最遲得分別於116年6月29日及118年2月19日前提出補申請。
    2. 已調職人員：B君之女於105學年度第1學期領有助學金（105年6月20日完成學費繳款），其時 B君任職於甲機關，未向甲機關提出子女教育補助費申請，後 B 君於 106年調職乙機關並任職迄今，B 君應於115年6月19日前向甲機關提出補申請。
    3. 離退人員：C 君已於108年7月16日退休生效，其子於104 學年度第2學期領有助學金且未申請子女教育補助費（105 年2月5日完成學費繳款），C君得於115年2月4日前向原 任職機關提出補申請。
  4. 各機關學校如有受理補申請案件，應請當事人填具子女教育補助費申請表，及提出繳費證明等必要文件，並於109學年第1學期子女教育補助費優先核撥後，按請求權時效消滅順序（依序為104年至109年），由本年度公教人員各項補助工作計畫調整支應辦理補發，倘本（109）年度經費仍不足支應，俟次一年度再予補發。
