一、依據花蓮縣政府110年3月31日府人訓字第1100062021號函辦理。

二、

本計畫具體措施簡述如下：
(一) 辦理英語簡報比賽：比賽以小組為單位報名，每組3至5人，以提升團隊合作精神、增進單位凝聚力。
(二) 推廣英語數位學習組裝課程：依程度區分基礎課程及進階課程供同仁選讀，完成組裝課程者，給予嘉獎以資獎勵。
(三) 辦理英檢測驗衝刺班：協助參訓人員瞭解英檢測驗應考技巧、加強應考能力，以提升英檢測驗通過率。
(四) 通過英語能力檢定測驗獎助措施：以榮譽獎勵、報名費補助、公假及補休等措施提高同仁參加英語能力檢定測驗之意願。
(五) 招募並培訓英語志工：協助諮詢機關、單位英語使用相關問題。
三、 本縣各鄉（鎮、市）公所及代表會可另訂之或比照本計畫辦理。
四、 有關通過英語能力檢定測驗獎助措施規定如下：
(一) 實施對象：本府及所屬機關學校依法任用之有給專任人員、依法聘用及僱用人員、公務人員考試錄取人員、聘用人員聘用條例進用之約聘人員、行政院及所屬機關約僱人員僱用辦法進用之約僱人員、工友（含技工、駕駛）及河川駐衛警。
(二) 榮譽獎勵措施：通過英檢測驗取得合格證書者，予以嘉獎一次，同級別但不同之英檢測驗結果，以敘獎一次為限。
(三) 測驗報名費補助措施：
１、 參加英檢對照表A2級別以上之英檢測驗，並取得合格證書者，測驗報名費全額補助。
２、 同級別但不同之英檢測驗不得重複補助。再參加高於本年度前已通過級別之英檢測驗，並取得合格證書者，測驗報名費全額補助。
３、 參加英檢對照表A2級以上英檢測驗，但未通過者，補助二分之一測驗報名費，至多補助二次。
４、 補助申請須於取得合格證書二個月內向本府及所屬機關提出申請，並檢具合格證書影本。檢定合格結果應登錄於WebHR人力資源管理資訊系統。
(四) 公假及補休措施：
１、 辦公時間參加本縣境內舉辦之英檢測驗，並事先經機關學校同意者，按應考時間給予公假半日或一日，每年以二次為限。
２、 例假日參加本縣境內舉辦之英檢測驗，並事先經機關學校同意者，按應考時間給予補休半日或一日，每年以二次為限。
(五) 檢附英語檢測分數標準對照表1份。
