  • 依據花蓮縣政府110年7月28日府人任字第1100148211號函轉教育部110年7月26日臺教授國字第1100075047號函辦理。
  • 查教師待遇條例第10條第1項規定：「中小學教師在職期間 經服務學校或主管機關基於教學需要，同意其進修、研究 與其教學有關之知能，取得較高學歷者，以現敘薪級為基 準，依下列規定改敘，並受所聘職務等級最高本薪之限 制：一、以專科以上學校畢業或同等學歷取得碩士學位， 提敘薪級3級；逕修讀取得博士學位，提敘薪級5級；以碩 士學歷取得博士學位，提敘薪級2級。……。」，同條例施 行細則第6條規定：「中小學教師依本條例第10條規定，於 在職期間取得較高學歷申請改敘薪級，經敘定者，自申請 之日生效。」，次查學位授予法第7條第1項：「大學修讀 碩士學位之學生，依法修業期滿，修滿應修學分，符合畢 業條件並提出論文，經碩士學位考試委員會考試通過者， 授予碩士學位。」及同法第9條第2項規定：「博士學位候選人依法修業期滿，符合畢業條件並提出論文，經博士學 位考試委員會考試通過者，授予博士學位。」，先予敘明。
  • 復查教育部110年6月11日臺教高通字第1100072591號函略 以，原已依學校規定期限提出申請於109學年度第2學期舉 行碩、博士論文考試，並預定於該學期畢業者，因應110年 5月至7月疫情影響，學生於110年10月31日前通過學位考試 及完成離校手續者，視為109學年度第2學期畢業，學校免 收取學雜費。倘未能於110年10月31日前完成者，則視同延 畢，學生應依學校規定補繳110學年度第1學期學雜費。
  • 綜上，因應110年5月至7月疫情影響，原已依學校規定期限 提出申請於109學年度第2學期舉行碩、博士論文考試，並 預定於該學期畢業者，教育部提供渠等碩、博士學位論文撰 寫、考試方式、修業年限及收費等相關彈性配套措施。爰 為維護在職進修教師取得較高學歷辦理改敘之權益，若教師於110年10月31日前通過學位考試及取得學位證書，視為109學年度第2學期畢業者，渠等向服務學校辦理較高學歷改敘時，改敘日期得溯自110年7月31日生效。倘教師未能於110年10月31日前完成者，則視同延畢，渠等辦理較高學歷改敘之日期，依教師待遇條例施行細則第6條規定自申請之日生效。
