  • 依據花蓮縣政府111年2月11日府政行字第1110028947號函辦理。
  • 邇來縣府及所屬機關（學校）曾發生機密公文未由機關首長或其指定之專責人員啟封，疑涉違反保密規定及洩密之虞等情。
  • 為落實公務機密維護，請各機關（學校）、單位應恪遵文書處理手冊「捌、文書保密」規定：
    1. 收受機密文書時，應先詳細檢查封口有無異狀後，並依內封套記載情形完成登錄，受文者為機關或機關首長者，應送機關首長或其指定人員啟封；受文者為其他人員者，逕送各該人員本人啟封；另啟封人員，應核對其內容及附件。
    2. 機密文書對外發文時，應封裝於雙封套內，封套之紙質，須不能透視且不易破裂。內封套左上角加蓋機密等級，並加密封，封口及接縫處須加貼薄棉紙或膠帶並加蓋「密」字戳記；外封套不得標示機密等級或其他足以顯示內容之註記。體積及數量龐大之機密文件，無法以前述方式封裝者，應作適當之掩護措施。
    3. 各機關員工對於機關文書，無論是否為密件，除經允許公開者外，均應依照公務員服務法第4條規定保守機密，不得洩漏。
  • 對於列為密等以上之公文，會核其他單位或陳核至機關首長之傳遞過程（含親自持送）時，請務必使用各機關之機密公文專用封套，並彌封蓋章。
  • 另非經權責主管人員核准，公務機密資料不得複製及攜出辦公處所，並勿將機敏公文存於隨身碟攜回家中辦理，以防資料外流、衍生洩密可能。
