主旨： 檢送教育部國民及學前教育署研編「特殊教育學生情緒行為問題教學現場處遇參考指引」（含簡要版）1份，請參酌運用並落實校本支持及緊急應變機制，請查照。
說明：
一、 依據教育部國民及學前教育署115年10月27日臺教國署原字第1155703125號函辦理。
二、 請貴校依校內組織、人力及學生實際需求，將旨揭參考指引轉化為可實際操作之校本支持及緊急應變機制，明確訂定求援、撤離、支援及相關分工，並落實演練，使校內人員熟悉處遇流程。
三、 請向校內行政人員、普通班及特殊教育教師、輔導人員與相關助理人員宣導，並鼓勵教師參與情緒行為支持相關培訓及增能研習。
四、 請盤點學生情緒調節空間及相關支持需求；如有專業支持、人力或設施設備等需求，請循本縣相關申請及支持機制辦理。
五、 針對具較高支持需求之學生，請落實個別化支持、轉銜及必要資訊交接，提早盤點與提出所需支持資源，配合辦理相關人力聘任及服務銜接，避免支持服務中斷。
六、 旨揭參考指引同步刊登於本府教育處處務公告，請貴校主動轉知校內各處室、導師、任課教師、特殊教育教師、輔導人員及相關助理人員，並引導相關人員至處務公告(編號:133328)下載閱覽，使校內人員知悉指引內容及處遇原則。
七、 請貴校由校長或指定之主管召集相關處室及人員，依學生需求建立跨處室橫向聯繫及團隊合作機制，明確訂定預防支持、事件處遇、緊急求援及後續輔導之權責分工，並透過宣導及演練，使相關人員熟悉處理流程，共同協助學生情緒行為問題之處遇。
八、 旨揭指引以高級中等以下學校為主要對象，併提供本縣各幼兒園參考。請各園依幼兒發展特性、園所組織及人力配置參酌運用，由園長或負責人統籌相關教保服務人員及特教支持人員，建立園內聯繫、支援及緊急應變分工；學校附設幼兒園請由所屬學校一併轉知及統籌辦理。
